When dealing with broad and complex problems, the skills of an Institutional Researcher often need to be elevated to level of Business Architect. A Business Architect is a senior strategic role responsible for business transformation and overseeing critical deliverables and assessing business capabilities, whereas an Analyst is typically more focused on the solution of specific problems across different domains (data, finance, research, etc.).
