Institutional research should serve as the post-secondary institution nexus not merely for providing data, on request, to units across the institution, but also – on much higher ground – as the hub for institutional strategy. Unfortunately, institutional research is viewed as a passive quest, staffed by office-bound individuals who prepare routine reports and data extract for internal users and external agencies (Richard D. Howard et. al). In this paper I discuss what it means for institutional research to truly be at the center of the modern, user friendly and connected post-secondary institution. The paper presents a framework for examining the IR maturity stage of a post-secondary institution.
